Iccp is turned off because in iccp current is involve so at berth while we r discharging or loading dangerous goods there are chances of fire . Its same like we switch off radar and ground mf hf antenna...
And other reason is at berth or during sts iccp also start protecting berth and other ship hulls..

Not required to be switch off. Refer ISGOTT. Now adays all terminals and ships are fitted with ICCP. Until and unless there is problem with ICCP of Port or STS vessel, and they request you to switch off. Then only switch it off.
